There are many programs that will get you that style of design.
I use SmartDraw 2009 which is a 2D Floorplan Software. You can also use AutoCad, Autodesk Revit Architecture is a neat one I have not yet tried.
But, I always start on paper. If you draw something on paper, scan it and then re-trace around it you will have great results and 3D programs like Google Sketch Up will give you a 3D version of your drawing.
You also get a 3d version in SweetHome3D. but it's not the best quality.

You should also know that for 3D, the objectys aren't always premade so you may need a 3d program like Maya or Blender to render your own for import.
