H202 : dillate h2o2 to 3% with wetting agent so you kill mold and cleanse any debis/contaminate & even some pest . Check daily with a minimum 60x scope if the contaminates on what they are or if they freely are a mold, pest or random contaminates.

* I was even keeping spider mites at bay ( two spot ) when in late flower ( same rate as above) and it worked great and when I lab tested my bud after harvest/cure . It all showed clean and mold free ( hard to do OD)

I'm pretty sure it's some sort of bug carrying the dirt up there to get a good laugh.they knew you would ask this question why an outdoor plant would have dirt on the leaves.
If that's not it than its probably a new kind of bug that disguises itself as dirt.watch them and wait for them to move.pretend your not looking also.
If they start crawling report back.if not than hit em with a light mist of water and they should disappear until the next rain that splashed them up there to begin with
