Does anybody know if it is possible to remove a 15A 125v/250v wall thermostat, and replace it with a 15A 250v 6-15R duplex receptacle? And if it is possible, how do you do it? Thanks.

First I would verify that the t-stat is being used on a 240v circuit. Then I would turn all the rest of the heat on and use an amprobe to make sure there is no current draw on the circuit indicating that it's a dedicated circuit. Then I would kill the breaker and identify the cable that is the feed. There may be multiple loads connected to the t-stat. Cap them all off. Once you have them all identified, test them to be sure. Connect ground to receptacle, you can and should leave all the ground wires together. Do so if they aren't. Connect one hot to each side. Test again.
