Try letting it dry out for a few days, keep checking on every day. But I’d wait about 3-5 days before watering. Do the weight test and see if it’s still moist; it’ll be heavier. At least till the top level of the soil looks dry

It will never be able to recover enough. Seeds that don't grow perfectly tend to be a waste of time.

I'd give it a chance to live. Just back off on the water severely, and Right Now. Also: Fox Farm Ocean Forest soil is a bit "Hot" for new seedlings. Some die. Most live, but they Cringe a bit, for the first few weeks. When you transplant this into its "home" pot, use FF OF soil and NO NUTRIENTS for 2-4 weeks. After that, ease in with (whatever) nutes you choose. Is this Autoflower? If so, measure & use ONE HALF the normal recommended nutrients.

Again, I say: Give it a chance to live. Cannabis seedlings are Tough, but one thing they won't tolerate is too much fertilizer.

Appreciate ur knowledge bro!! Yea they d auto flower. I wasn’t sure what nutrients to get so I haven’t yet. If u could recommend so that would also be greatly appreciative. When I don’t water the white round balls that r in the soil turn a hint of green. Is that normal? If u can’t tell this is my 1st full scale grow so I’m hoping to get the hang of things soon!! Thank u again!!
