Im with ronin on the repotting method, if using clones and are giving a max of 1 month veg i think its better to use the 2 potting method, straight from towel to 1liter to 11liter... Now to answer the initial Q, i think with your setup its best to either use 9 pots (3x3) or 16 pots (4x4)...

It certainly is possible to use a 600w in a 1.2x1.2x2... That's how my setup has always been, you jus gotta keep the airflow going, and an extra fan in the tent wil certainly also help. Regarding the no of plants, i would say put in 16 x 11liter square pots, they fit the tent perfectly... also...
