I've read some users complaining about the netting impeding root growth so I peel it off before I plant them. Give the mesh a small snip at the opening with some scissors and then it tears very easily and you should be able to get it off while keeping the peat-plug intact.

Mars Hydro TS3000 might be worth a look for that space & budget. I checked them out on a friend's recommendation just after I'd pulled the trigger on some viparspectra leds. No complaints about the vipars but I'd still have gone with the Mars if I'd seen them sooner.
