Could be you have low voltage at your outlet, and the ballast is pulling a ton of current to make 1k watts. Check your starting voltage with a meter. Killawatt is best, though. It will show V and A while the ballast is running...

There is only a few things that will make a plant wilt suddenly, and TMV is not one. Root rot, Root aphids, overwatering, over nuteing. Misting helps get water into the plant, but won't cure the problem. Take a serious look (and smell) at your roots and lower stem. Got H2o2? She is my friend...

Gnatrol WDG - Granules you mix with your nute solution or water. BTI. Works. Takes 2 apps 7 - 10 days apart. I use 1/2tsp per gal. It doesn't kill any adults. Only larvae.
