You’ll see a lot happier plants as well if you switch from plastic to fabric pots. Night and day.
Meter says it's slightly dry now.soil on your last photo still seem way too moist to me for watering again ...
since it sprouted not seen once a photo where the soil was looking a little dry ...

I used Purpinator 0-2-4Today I applied my 1st Liquid Fertilizer Blends at just about 1/4 strength per normal dose in 1 cup of water.
She's definitely wet now, I'm not going to do anything at all and just let her dry out to a good place.
Did you pick up the pot prior to watering?? That’s to gauge a physical frame of reference for a dry pot vs a wet pot.

It’s a great way to use muscle memory to help make watering decisions, keeps you from overwatering and allows you to focus on other signs from the plant that water is needed. Just a quick lift of the pot, anything over 50% saturation will have a substantial weight difference to it as you near the 25% mark it’s noticeable difference in weight, as you lose more water to use after that 15-25% mark the plant will start to droop its leaves and tell you it’s thirsty. These saturation levels are ballpark estimates, so don’t quote me on that, just personal observations. my plant usually start getting/growing smaller if i leave them more than 2 weeks in small cups. they grow much bigger in bigger pots past that point than in small cup when healthy and vigorous.How come in such a big pot? I've found solo cups to be super easy for first 4 weeks.
overexagerated, people have been growing healthy and vigorous cannabis plant in plastic pot for ages long before fabric pots were even a thing. nothing like night and day in between the two with proper watering pratices, more like pro and con for each.You’ll see a lot happier plants as well if you switch from plastic to fabric pots. Well, looking for Good Omens then.some moisture meter are notorious for sometime giving inacurate results.
better to get used to the weight of the pot when it's dry and when it's saturated after watering slowly till a little run off.
the first few week that will tell you what amount to water after a good dryback of the top soil layer until the plant get big enough and the roots colonizated the whole pots then you start watering again with larger amount till a little run off or just a little less.
with small plant in big pots top layer as well as directly around the young plant trunk will dry faster than bottom of the pot or far from the roots until the plant get big enough you need to water accordingly.
what's concerning about your plant actually.
-is that 3 weeks since the seeds were soaked it's only on her third true leaves stage (fourth or fifth leaves stages should already have grown noticeably as well as secondary branches on nodes start showing), and the second leaves stage has grown noticeably while the third not so much that third leaves stage should already be bigger seeing how big is the second, not a good sign, may be a mutation with that node. Also leaves size are much smaller than it should for a plant that age in a pot that size.
overwatering often result in stunted plant, else that seed is weaker from the start and doesn't yet show much recovery signs to more vigorous growth, it may or may not later..
i hate to be the bad omen guy, but not starting too well so far.
