Adding soluble seaweed extract to the soil

Someone knows if it is a good idea to add powdered seaweed extract to the soil mix I'm going to cook or would be better if I just foliar spray the developed seedlings?
how much could I add to the 50 liters of soil adding the powder before cooking?

Seaweed is always good, kelp works great too. Not sure of mixture rate, I'd use half of whatever the package says to use.

Foliar sprays are ok, I don't use them, let seedlings be, they don't need much in their initial growth
