I set up my 4x4x7 tent with a 6" XXXL hood and a 8" vortex fan hooked up to a heat controller. My question is when the lights turn off how often should I have the fan turn on and for how long. During my first tent run I developed some pm and ruined all 4 plants and I don't want it to happen again.

Does your heat controller have independant night and day temp controls? If so, just set your night temps to lower than needed, and it will keep the fan running the whole time, making sure you get plenty of air exchange...

It does have night and day controls. I had the fan setup on a timer that would turn on every hour for 15 mins is this enough or should I have it set for longer

Well, get a hygrometer with a min/max feature so you can see how the humidity fluctuates in the room, and that will tell you whether or not it will be sufficient.
