Cleaning hudrophonics getting crazy what is that blue thing

What could that possibly be?
I can't clean it, it goes back when dry. Is that something on the pipe/fitting or some metal corrosion or something?

Is that copper? Looks like copper corrosion or just mineral build up that needs to be descaled.
