Do smaller plants mature faster?

I'm curious if smaller plants develop faster than bigger ones. I've got two very small plants (first timer actually) and the smallest of the two is probably 8 or nine inches tall (I shit you not) and seems to be farther along than the bigger one. They both started from seed at the same time and started flowering at the same time. any thoughts on this?

If environment and treatment are the same, it is genetics and phenotype that will dictate the difference in growth.

Awesome, thanks friend. They're both from the same strain, what that strain is I don't know.
