First grow, should I be leaving inline fan and extractor fan with filter and clip on fan running 24/7 ?

In flower I do, it helps replace the air and also help filter out the smell.

Welcome to the Farm.
Most growers leave inline fan on since plants do need fresh air and CO2. As it draws air out, open a bottom flap or 2 on your tent so fresh air can enter.
Clip on fan circulating air around the inside of the tent should be on all the time so plant can get a gentle breeze.
