there is a closet about five feet long, three feet wide and eight feet tall. A 90w ufo has already been purchased, and am thinking about adding a 250hps as well. WOuld this be overkill? or will the ufo sufice for three plants?

I don't think that is an overkill at all, in fact I think the bigger light is the best move.

Just make sure that you have plans to properly vent the extra heat that will be produced.

I don't know how efficient those UFOs are, but I don't believe a 400W hps would be over kill with good ventilation.

Overkill? No such thing as over kill, The more amps and watts the more bud.
If you want a decent amount of bud off 3 plants I suggest you get the HPS.
