No leaf spotting, no yellow leaves, a few inchworms, and some fungus gnats but both totally under control.

Outdoor plants in coastal New England, during defoliation I noticed teensy webs, with what looks like ONE inhabitant each. These webs are at the first nodes of the main stem only. Flowers, leaves, and plant uppers appear healthy.

Feel like it may be a tiny spider because when it moves it looks like one, (faster than I've ever seen a mite move). Is it possible this is a gnat killer? Almost looks like a happy face on its back.

It is a spider. They eat bugs. I'm trying to ID it....

I can't get a closer pic with my phone. Thanks for looking and weighing in, though.

Should I avoid spraying these guys during my IPM? (wettable sulfur up next)

Those are your IPM. You don't need to spray.
The fact that they are there says there is food for them.
They will take care of it. You can tell the amount of bugs you have by how many spiders you have.
Each spider will kill about 10 times it's body weight in a day.

You're going to want one of these eventually;
