here's a guide specific about germination and how to take care of seedlings past germination:

and as you don't seem to know much about growing cannabis, here is a general guide about growing indoor, it cover and sum up rather well the most common topic and mistake to avoid when growing cannabis, not a too long read:

A few pictures of your growing equipment would be helpful.

my temperature is 65-70 and minimally stress for watering.
That's too cold. 75 to 80 is better.

did i not water enough?
How much and how often do you water?

is my light not enough?
Five watts is not enough. 100 watts is probably the bare minimum. It depends on your grow space. My lowest wattage light is 130 watts and it's in a 2x2 tent. In my other tents, the lowest wattage light I have are 240 watts.

is the humidity?
Mid 50% is good for the vegetation stage. I suggest reading about vapor pressure deficit VPD. If the humidity is too high, there's a risk of mold. If it's too low, the plants may not be able to transpire adequately.

Big topic. Get the growth factors dialed in and you won't have to worry (much) about stressing the plants.

please anyone with experience help my skills to get the plants into the advanced stages of life.
We need to know more about your equipment and practices. Do you have a tent? What other equipment do you have? It's easy to spend nontrivial money on this hobby.

I have a 60w lamp works amazing even that 5w cfl could work for a few days but you have to put it 3mm away from the plant you can grow at 30% humidity it is not great or advised but it doent make the plant die. Maybe you watered too much small plants need a little bit of water like a shotglass a day...
If the light is weak plant will grow tall but wont make leafs it will just stretch

Get the ppfd meter app on the phone and check how much light you gave them

< 15,000 lux – sparse or “stretchy” growth – plant isn’t getting enough light
15,000 – 50,000 lux – a good amount of light for healthy vegetative growth
45,000 – 70,000 lux – the optimal amount of light for cannabis plants in the flowering (budding) stage. If grow lights produce a lot of UV light (such as LEC), stay on the lower side of this range
70,000 – 85,000 lux – a lot of light, some strains thrive at this light level, but some plants (especially auto-flowering and Indica strains) lose their top leaves early under this light intensity. At these levels, lights need to be kept further away for healthy growth
> 85,000 lux – at this light intensity, you’ve hit the plant’s “saturation point” which means your plant can’t use all the light (most strains will experience light bleaching or other major signs of stress at this level!)

would you say its safe to put the 450 umol (300 per meter) over three 4sqfoot locations and add up to the amount or does it need to be directly in one spot?

Definitely need more light, that's why it's stretching so much.
Also, fill your cups full of soil/medium instead of only part way.
Overwatering may be a concern and the additional medium would help.
Make sure there's good drainage holes in your cups/pots.

I would transplant into a little bigger pot with fresh medium, transplant can help get them to bounce back.
