Help, weird spots on leafs

Okay so I’ve been google searching, searching this site, AND on IG but can’t seem to pinpoint what’s going on. I noticed this on a plant I have outside. Small little teal low dots on the some of the leafs. Also noticed some black “triangle” shaped bugs on the stem. I’m assuming that’s the cause but I’m not 100% sure. When I looked around I noticed other Regular plants also had these bugs on them one tree in specific was RIDDLED with the bugs.

Could be leafhopper damage. You’d see the bugs around. (I also refer to them as spital bugs since they make a foamy mass to hang out in when young.)

Dude that’s it! I just Google black leaf hopper and it’s a “black horned leaf hopper” I gotta take care of that crap Quick!
