how phloem give priority for transport sugar to which fruits

hello , when phloem transport sugars and proteins in the plant by the leaves to the buds , the buds will have competition for get the sugar , the question is does the fruits that are near the most leaves that product sugar ( exposed to light ) will have high concentration of sugars and other fruits near the leaves that are in the shade will not get enough sugar ,
i know that the upper bud have priority for intake sugar because its leaves in up are most exposed to light and because it will attract pollen in plant genetic it give priority , but the next parts how phloem give the priority for which fruits get the most sugar because phloem move every where in plant not in one direction , does its concentration decrease , because in some plant there is difference in fruit size even two exposed to light and some dont grow at all

promote generative growth to force the plant to concentrate energy on flowers/fruits
see crop steering techniques to allow this
you want to create some "positive" stress for the plant
control the water content of the media(bigger drybacks, even more last weeks), the climate in the room (dryier air), the levels of light (more intense ).. some also increase day temp night differential .. etc

in your case the less productive plants can be stressed the bad way .. or if they are healthy check the dryback you give them .
keeping a medium too moist during bloom is one of the worst thing you can do to reduce yield/quality

thanks for the great informations mate , but the question was understand the phenomen of phloem more than solutions of my case
