Only difference between hemp and marijuana is the legal threshold, which was a meaningless number came up by a Richard Small in Canada years ago. He said, any cannabis with less than 0.3% THC is hemp and anything more than 0.3% THC is marijuana.. It is ALL Cannabis sativa L. even the stuff we pay good money for had it's origins in the wild. I'm not sure the % of THC you need to get a buzz. It may have some CBD and it may contain both THC and CBD. Years ago breeders were focused on toning down the CBD of cannabis in favor of higher THC. Now, it's a different story. Cobbler, Charlotte's Web, Chardonnay and a few others are specific bred cannabis to be higher in CBD and have less than 0.3% THC to qualify them for designation as " hemp".. Remember, it's all Cannabis sativa L. with different variances. you may have a dud... or you may have a winner.
