I fucked up and I'm afraid it's too late. More veg?

So, this is my second grow and first indoor grow and to be honest I don't know what I'm doing.

I got overexcited with low stress training and fucked up in giving them no time to heal. Now I'm over halfway through bloom and they're tiny. I was hoping this whole time that they would shoot up towards the end, but they didn't. I feel like I'm screwed, am I?

Would there be any benefit in flipping them back into veg and giving them some time to grow? Is it too late for that? Or should I just accept it and wait for summer to come so I can go back to growing outdoors?

Any creative advice would be appreciated.

Why are the lights so far away? I think its just that you have inadequate light on them. How much power do the LED's actually draw from the wall?
