I have an led lamp made of a warm white +a red+ blue 220v led cob moduals, I measure 9000 lux at 1 meter away, can i grow with that?.

Sure, you can grow using a cob LED. However, the one thing to keep in mind about COBS are their intensity. Its why I asked what the watt rating on those chips are. You will want to pay close attention to whether or not you have your DIY cob light at a distance the plants can handle. COB have a higher propensity to burn your plants if they are too close. The burning is created by light intensity, not heat.

In veg you will need 35-45k lux.
In flower I ran mine at 65k with 75k being the average saturation point for cannabis.
My 400 watt panel was 7 k lux at floor level at 25% seedling spectrum. That panel is at the top of the tent and about 60 inches from the floor.
