If I were you I would get another fan as @Seraphine and @Beachwalker said. If that's the only fan I would move it to the height of the plant base a run it horizontal oscillating like you have it. I can see that airflow is not ideal like that and transpiration is suffering

^Agree, I use two 9" floor fans & 1 clip fan in each tent for best results, good luck!

They look like wind devil fans with the three speed switch, are they?
If so do yours rattle and constant noise also?
I thought it would be an upgrade from plastic fans but after three of them I'm done with wind devil.

Lol! Not sure what wind devils are but this brand is called penguin and yes they used to rattle when they were new but I do fan maintenance twice a year where I basically take them all apart to clean and oil, and I put them back together really tight and they don't make noise any longer
