Is topping at three weeks ok?

Im doing a small closet grow and want to do some topping before flipping. My plants are three weeks old and are starting to grow shoots between them. Is three weeks ok to top?

You can top those, but I would wait. They are still a bit short.
I wait for the 4th node.
