Keeping my plant under ~1m, when to top?

I have 2 plants, 1 already topped and 1 soon to be topped. I need to keep these plants under a meter so they don't appear over the balcony because of stealth reasons.
When should I top this plant and do you guys have any tips for keeping it shorter? If you guys also have experience with bark mulch, is this a good amount I have over my medium?

I topped the 5th node. I continue to top each branch I can every 2 weeks or so. this bushes your plant out wide instead of tall. The general rule from what I gather is you top once your fan leaves have all their blades. Then I tied them down. I tie down any branch that reaches close enough to the sides of my buckets. Once they stretch a little more I will add a scrog net. Using LST and/or a scrog net is a good way to keep your grow short. If you tie down your plants use some string that is water proof I used tarred cord. This way wet string wont give you stem rot,
