They (office if cannabis management) have been fumbling the rule making and rollout from day 1. Per the legislature and hf100 that legalized recreational cannabis; there was going to be an early rollout with preference given to people that have been negatively affected by prohibition. The OCM managed to screw up the social equity lottery so bad a judge put a pause on it and they just canceled the early licenses completely.

Ah! So the old ad hominem we all know.
Some how Cannabis is evil and yet profitable if the State is in the drug dealer business therefor, some how it becomes , "clean" and yet they argue about what clean means and how much money they are talking about in terms of insider trading?
Just taking a wild guess.
Confusion about cannabis being legal and illegal at the same time is our insanity.

Question: are they willing to let the people grow?

I'm still sitting on a couple hundred pounds of cbg flower, one of the proposals put forward would require me to be licensed for cannabis to sell 50 state legal smokable hemp flower.

Hey we are all waiting for the next Farm Bill.

You know it's like losing one's virginity. It starts out as a fast and hard no then slowly we experiment and at some point we do the deed.
The history of Cannabis "Foreplay" in the USA is one of sometimes being in favor of that sort of stuff when it helps the War Efforts and then allowing some "behavior" because the States are the beneficiaries of the economic proceeds of sales. Then finding that "loophole" and buying one's weed for $29.99 an ounce (around here) at a drive through store. Perhaps the Hemp lay is the "Red Light District" of weed.. You never know what you are going to catch with unregulated and untested produce.
In the USA, we allow Medical here and there. With the old Farm Bill we now have gas station weed in all 50 states but it's still illegal to grow your own.
We now have an extract-driven industry generating billion dollars of economic activity. Diet Coke Weed anyone? I had one of these blended energy drinks my dispensary had as a promotion. That was strange to go through what seemed like five different phases of weed effects. I doubt there is a natural plant that could do that but hey welcome to the age of engineered products.
Don't get me wrong, I think any "legalization" is good but it's schizophrenic!
We are legal to grow cannabis that has been certified to not have more than 0.03% Delta-9 which no cannabis plant grows Delta-9 THC. Then we have the Schedule One Federal rating where no medical use is recognized and by which we have international treaties against Cannabis. So It's Legal at the same time is is not legal. And the people keep on smokin'

On being licensed to sell "Hemp" , that is a State by State thing as far as I know.
I am wondering if even Cannabis Seeds will remain legal with this new Farm Bill. They may be salivating to cut food aid for the poor and further hurt Farmers with tariffs and so they just might want to keep the door open for big pharma to get a piece of a crop ordinary "Mom and Pop types" can't grow for themselves. We are still paying farmers to not grow things from the last Trump administration's decisions with tariffs.
So it has become a common thing in all 50 States but it still is something you can go to Federal Prison for if caught? It's insanity.
Then again are they growing weed or growing Dollars. It looks like Dollars first Cannabis Freedom Last.
I'm guessing you are in for more confusion there in Minnesota.

EDIT: Ha ha ha! 10% bud? Like do they actually know what rag weed is? I'm guessing they would also see it selling for $400 an ounce. Once again law makers are not living in the real world.
There is nothing that supports the "illegal market" like the legal market failing to provide what the consumer wants at reasonable prices.
Law makers need to just get over it! Weed doesn't kill people. And it's like drinking alcohol. If a person doesn't drink but wants to drink then let them try a glass of beer to start with not a glass of whisky but you know some people handle a glass of whisky really well so it shouldn't be illegal because some people have a bad experience drinking whisky when they are the one beer types.
People should know what effects the strain has. Maybe even a three level warning system: Effect Levels { Mild, Medium, High} So if they are 10% folks get Mild. If they like a good stone but don't want to experience gravity in a way that keeps one's butt on the couch for an hour then avoid High but to make it Law that one cannot make the choice will not be a law that people will follow in my opinion.

The bill mandates the Office of Cannabis Management to enforce strict THC limits across multiple product categories. If passed, adult-use cannabis concentrates could not exceed 30% THC, while cannabis flower would be capped at 10% THC.
