I have heard that the rays of the moon can play some sort of affect on the growth of plants. If so does any one know what rolls are played and the effects? or if any effects at all and How would i be able to substitute this in an indoor environment?

The light intensity being reflected by the moon is 100-1000 times too weak to invoke photosynthesis in most plants. Only certain forms of algae have been noticed to photosynthesize under full moon conditions.

So I wouldn't worry about doing anything to your plants while they are in their "sleep" cycle.
