my digital ballast doing funny stuff

hello guys, i have a 600w digital ballast with a dimmer 250-660 and when i try to turn on the lights the 660w option is blinking and the lights wont go on it just stays like this with the ballast blinking, is the ballast broken? the ballast is around one year old and been used for half a year then stored away
