Oakland ready to approve four marijuana factories
Mass production planned for cash-strapped Californian city as small growers complain about 'Mcdonalds-isation'

California could take another step towards confirming itself as a rival to Amsterdam today when Oakland city council votes on setting up and licensing four major marijuana factories.

Marijuana would be mass-produced, packaged and distributed for sale from the four centres. As well as cannabis for medical purposes, the factories would make items such as body oil and baked goods.

The cash-strapped council is keen to approve the plan in order to generate cash through permit fees and taxes. The plan was agreed in principle at a council meeting last week.

One of the council members backing the plan, Rebecca Kaplan, told National Public Radio: "Creating a regular, responsible, regulated permitting system to enable the creation and regulation of these industrial facilities is an important step in terms of public safety, providing jobs and revenue."

If Oakland goes ahead, it will be the first place in the US to license such premises.

California currently allows the use of marijuana for medical purposes but in November it is to hold a ballot on a proposal to make it legal for recreational use.

Existing small growers are protesting against the Oakland plan, describing it as creating the equivalent of McDonalds or Wal-Mart and threatening to put them out of work.

One of the 400 small growers supplying Oakland dispensaries , Dan Scully, told Associated Press: "Nobody wants to see the McDonalds-isation of cannabis. I would compare it to how a small business feels about shutting down its business and going to work at Wal-Mart. Who would be attracted to that?"

The small growers supply four dispensaries in Oakland, of which the biggest is the Harborside health centre. They argue that the drug's industrialisation will reduce the number of varieties on offer to customers.

But Kaplan said the premises of small growers could be a fire hazard, citing fire brigade reports about the danger of the many high-powered lamps used indoors to help cannabis grow.

One of the companies planning to bid for a permit if the city council gives the plan the go-ahead is iGrow, a warehouse that supplies information and equipment for growing cannabis, but not the plant itself.

Oakland, like other cities throughout California, is suffering severe debt problems in spite of budget cuts and redundancies.

It voted last year to tax marijuana dispensaries, which is estimated to bring in about $1.5m (£980,0000) this year. Tax from the four marijuana factories is estimated to be much more.

Does anyone know (with proof) if Richard Lee is behind this City Council plan? From what I understand, Harborside and BPG are publicly against it?

Indeed, there’s a huge potential for UFCW and other unions if marijuana is legalized. UFCW Local 5 has already organized the dispensaries of Prop 19 funder Richard Lee, with more than 100 marijuana dispensary employees as card-carrying UFCW members who will collectively bargain for a contract.

What's google? Of course he's behind Prop. 19. I was inquiring as to whether there is evidence that Richard Lee is behind this Oakland City Council plan which is completely independent of Prop. 19 as far as I know.

That is fucking sickening right there. Organized crime sinking its claws pretty deep into this already.

The whole situation sounds too crazy. Oakland laid off 10% of the police force and publicly stated a list of felonies and other crimes they won't respond to. Snipers started shooting at them the next day. Now there are four massive marijuana grows opening up under a corrupt city council ruling, it sounds like the start of a new RoboCop movie or something.

We have been spending all this money...for extra police, parole officers, prison space, over time..aircraft..all the benifits, health, retirement,and all the perks! When there should have been no law to start with! We do not need more laws..more regulations..WE NEED FREEDOM! this sucks. but i can atleast say its not gonna stop people from growing and selling pot. if they make 8 strains all you got to do is grow the 9th. we been doing it for years illegally. this law is only gonna make it safe for the people down with it. as for the rest of us we been in an outa prisons and what not for decades...fuck'em.

SAN FRANCISCO — Oakland has moved closer to becoming the first city in the nation to authorize wholesale pot cultivation.

The Oakland City Council voted 5-2 with one abstention late Tuesday in favor of a plan to license four production plants where marijuana would be grown, packaged and processed.

The vote came after more than two hours of public comment, with speakers divided between those who opposed the measure — largely on the grounds that it would put small medical marijuana growers out of business — and those who said it would generate millions of dollars for Oakland in taxes and sales and create hundreds of jobs.

The plants would not be limited in size — one potential applicant for a license wants to open a plant that would produce over 21,000 pounds of pot a year — but they would be heavily taxed and regulated.

Those vying for one of the four licenses would have to pay $211,000 in annual permit fees, carry $2 million worth of liability insurance and be prepared to devote up to 8 percent of gross sales to taxes.

Proponents of the measure also touted the possibility of Oakland becoming the nation's cannabis capital, especially if California voters approve the legalization of recreational marijuana in November.

"Do you want to be the "Silicon Valley of Cannabis?" said Jeff Wilcox, a local businessman who wants to build "AgraMed," a 7.4-acre plant with a bakery, a lab and 100,000 square feet of cultivation space.

But Stephen DeAngelo, executive director of Harborside Health Center, the largest medical marijuana dispensary in the world, said small growers were coming to him terrified that the ordinance would mean the end of their livelihoods.

One of the co-sponsors of the ordinance, Rebecca Kaplan, said the ordinance would not take effect until January, giving the council time to come up with a plan for medium-sized growers.

Councilwoman Nancy Nadel said she worried about quality of the product, wanted environmental protections and questioned why the council was voting on the measure now if it wasn't going to take effect until January.

The measure will go before the council one more time for a final vote, but the outcome isn't expected to change.

I 've always liked Nadel and she works hard for her constituents, so you can't say the whole CC lot are turds. Kaplan needs to be watched real close as she is "at-large" and seems to be carrying her big ass into all this corporate shit.

Fuck that! Oakland is a free diverse and independent town rooted in the arts and "free" and "progressive" thinking. God damn industrial pot !!! God Damn selling out.

They are acting against their own city attorney's advice because what they propose violates even state law. But the Oakland City Council isn't exactly known for following the letter of the law.

Just try to audit Oakland CEDA (building department).

In my honest opinion, Richard Lee and his entourage are the least of those crooks to be concerned about for the residents of Oakland.

Be certain to check out the maps of liens against properties on that site, in many (if not most, information is still being pulled up) instances the liens were placed illegally. Also look at the map of liened properties here.

I believe I can state unequivocally that Oakland CEDA operates outside of and with great disregard for the law, both state and federal. Much can be tied together once you start really digging, but the problem is that they don't like to give up public records and make false claims as to their accessibility (which, again, falls outside what they are required to do according to state and federal FOIA law).

So, my point, GoD, is that the thick is stickier than most realize, let alone comprehend.

Sounds Fuckin Crazy. So what the DEA is still gonna fuck with the people but probably never step foot in some big ass pot compound. WTF.

I wonder the same, with the DEA shutting down small grows and dispseries how can they ignore a 21,000 lb a year operation. I would love to see them get all set up and invest all their money just to have the DEA come in and destroy it all. But dought that would happen.
