I planted may 19th so close to a montheffectively upper leaves stage are not much growing in size, seem a tad bit stunt. (how old since soaking the seeds ?)
overwatering could be the cause, but there's also a few other possibilities:

I started there germantion in a bag with paper towel then put seedling in rockwool on may 19th.

I dont know how to check tds, I repoted in fox farm soil and the ph of the water is 6.2 to 6.5 ish and i use floral grow for fertilizer I've only fertlized twice since may 19thThis looks like a nutrient issue. A deficiency starts at the bottom leaves and crawls upwards. Excessive feeding will show at the upper most leaves and crawl downwards. Keeping that in mind your lady looks to have issues getting the nutes she needs, with my guess being your soil Ph being too low, mostly locking out phosphorous (yellowing leaves with edges browning, starting from the bottom and stunted growth).
I also spotted the bottom leaves being quite yellow throughout, which can be a sign of Nitrogen deficiency (which could also explain the stunted growth). But this is not my main guess.
Have you checked Ph and TDS? I'm very curious.
The lady below started germ on May 20th, and had problems with Ph, showing exactly what yours shows. Had to snip the affected leaves to prevent spreading upwards, adjusted nutes and Ph and now she's booming.View attachment 2462837

In short: if wilted before repotting, just give her some love now that she's in her new soil. She'll perk up. Only add a little bit of nute-free water now and then, but dont keep it wet (it'll make her rootgrowth lazy)Were the leaves wilting before repotting?
TDS(ppm) meter, same as Ph meter but for total dissolved solids. Any fish shop or grow shop should have one available.
If your meter says the runoff after watering is 6.2-6.5 than that's fine. If the bag of soil says it's in between those numbers you can still mess up the Ph with water having a different Ph value.
Fox farms soil has about 3-4weeks of nutes before you need to start feeding, but they have lots of types for different stages.
In this stage your soil should be richer in N than P or K. Feeding floral specific nutes are usually high in P and K and can have adverse effects.
What medium are you in? Have you fed any nutrients/additives?
