I think it might be from over watering but also i just repoted my plant 2 days ago. Please any help would be much appreciated

effectively upper leaves stage are not much growing in size, seem a tad bit stunt. (how old since soaking the seeds ?)

overwatering could be the cause, but there's also a few other possibilities:

I planted may 19th so close to a month

yeah may 19th then it's horribly stunt, should be much much much bigger by now, let's hope article i linked help you identify what you did wrong, if not just a weaker seed from the beggining

This looks like a nutrient issue. A deficiency starts at the bottom leaves and crawls upwards. Excessive feeding will show at the upper most leaves and crawl downwards. Keeping that in mind your lady looks to have issues getting the nutes she needs, with my guess being your soil Ph being too low, mostly locking out phosphorous (yellowing leaves with edges browning, starting from the bottom and stunted growth).

I also spotted the bottom leaves being quite yellow throughout, which can be a sign of Nitrogen deficiency (which could also explain the stunted growth). But this is not my main guess.

Have you checked Ph and TDS? I'm very curious.

The lady below started germ on May 20th, and had problems with Ph, showing exactly what yours shows. Had to snip the affected leaves to prevent spreading upwards, adjusted nutes and Ph and now she's booming.

I dont know how to check tds, I repoted in fox farm soil and the ph of the water is 6.2 to 6.5 ish and i use floral grow for fertilizer I've only fertlized twice since may 19th

If it was me I would put it under a light cut off the yellow . My little one kinda did same thing was stunted bad .

I cut off her bottom bad leaves , took her a bit to get going after that, slow and steady however ..Now she is catching up.

Your stem looks really purple, I would give it some fox farm big bloom,

is very mild and gives it a good low dose of food when it's that small. Really brings it back , I always feed it whenever I cut something off .

If your meter says the runoff after watering is 6.2-6.5 than that's fine. If the bag of soil says it's in between those numbers you can still mess up the Ph with water having a different Ph value.

Fox farms soil has about 3-4weeks of nutes before you need to start feeding, but they have lots of types for different stages.

In this stage your soil should be richer in N than P or K. Feeding floral specific nutes are usually high in P and K and can have adverse effects.

In short: if wilted before repotting, just give her some love now that she's in her new soil. She'll perk up. Only add a little bit of nute-free water now and then, but dont keep it wet (it'll make her rootgrowth lazy)

What medium are you in? Have you fed any nutrients/additives? What light do you have and what’s it set at power wise and where does it sit height wise?

Back off the watering : ) that pot should feel pretty light before it needs water. And really the size of the plant isn’t going require you to fill that whole pot up with water either. Like Herbal suggested, take a look at that article. watering seedlings is hard, or at least getting it figured out takes a few try’s. hardest part of the game for sure!

That’s odd conclusion since plants in veg don’t use phosphorus much at all.

Looks more like overwatering

I don’t think rockwool has any nutrients. It should really take off now that’s it’s in soil, just watch the watering. Almost impossible to kill a plant by underwatering.
Yet they still need it, even if it's tiny amounts. If there's none in there, they'll show it with yellowing and crisping edges, starting at the bottom.

Oh right it was in rockwool longer than it should of been the nutrients from the soil that you’ve just transported it into should help with its growth
