Powder mildew or just white water spots?

my outdoor plants sit in the shade all morning till like 11 and have water on the leaves from overnight. I have been getting these white spots where the water sits. What do you guys think it could be? I’ve been trying to cut off those leaves but it keeps coming back but also I see there is water that sits for hours. I guess I need to throw a box fan outside. Not exactly sure where the water is coming from. Could be neibors sprinkler but not sure.

They are an Og strain. I never really had this issue in the past growing other strains but don’t think I’ve grown Og before.

Hard water stains looks like. Doesn't present as PM. But yeah a box fan would be smart.
