Sativa outdoor grow - Does this look normal?

This is my 2nd year growing Sativa outdoors in a planter. Started the seeds April 1 and transplanted outdoors mid May. Currently the plant is about 5 feet tall. It seems healthy but I don't remember these little 'bud like' growths appearing on my plant until much later in the summer. Is this good, bad or just normal?

Sun is up from about 6am to 9pm. Full sun all day

I am in Alaska with 21 hours. At about 6 weeks at most they show preflowers. By the end of July flowers are developed enough on some to be pollinated.

So I guess I'm in flowering stage? Should I be switching my nutrients to bloom. Here is a full picture of my lady.
