Selling Seedlings/clones with instructions,disclaimer as hemp

Greetings friends. I am curious as to the legality of selling cannabis seedlings and clones containing less that prohibited THC for the purposes of indoor home hemp cultivation. The plant would come with explicit instructions to keep light cycles at 16+/8- and harvest/processing guide as well as a warning to discard immediately if signs of preflower, or light cycle failure.

Technically, Hemp Seed is legal however many States require only certified strains are to be grown and you must have a license and each plant must be tagged and serial numbers attached. They verify complacence with DNA testing.
So totally legal I don't think so.
There seems to be a belief that the Farm Bill helped the common man when it comes to growing their own on the Federal level. Absolutely not true.
