Starting with Germ

So my seeds just popped and I am planning on growing outdoors. The thing is I have this little wack ass 26WATT flourescent light and I want to know if the plants will start their first phase growing, normally.

I plan on mixing some Organic Fert and some poop in some styrofoam cups to start the little poopers nice and strong. The thing is Will this work for 3 weeks under my flourescent light at a rate of 15/9?? anyone have suggestions? Im growing at about 34*N when they come outside. sorry for the mixup of categorys, but it does concern both Indoor and Outdoor.

I would add some more cfls. even if they do make it under that light they will be so stretchy and spend the transplant to outdoor will deny yields if not kill them.Light recpticls are like 2 bucks a couple Ys with some cfls another couple bucks should see you for 3 weeks sometimes places like ace carry shop lights(4 ft t12s i think) for like 15 bucks might be easier for you
