Will synthetic Cannabis products be legal before natural Cannabis?
If the pharmaceutical industry gets to play the game it will.
In Illinois the only complaint by the Governor has been those products are not being sold in State controlled dispensaries.
It's all about the Benjamins.

Maybe a dumb question, I’m full of them, but how are people getting arrested in NC for possession of cannabis?

So THCa is legal. Cannabis isn’t. Got it.
But if you go to a dispensary in NJ or NY and buy flower, and the label has the THC content at 25%, if you read the label it’ll say “THCa: 24.89%” or something similar.
So wouldn’t all weed that people are carrying around in NC be legal under the farm bill?

That’s not counting the fact that you could just print off a COA you found online that says it’s CBD and carry it with your weed. It’s not like the local police are going to be able to pay to test every sample.

Yet if you look at the criminal docket in Wake, Mechlenberg, or Guilford counties, there’s like 20-40 marijuana possession charges pending every day.

That’s not counting the issue of cultivation. Possession of CBD/hemp is legal. Cultivation of CBD/hemp is illegal, and treated the same as cultivation of marijuana. But as soon as the plant is cut, it is now CBD/hemp, which means possession isn’t illegal anymore.

Am I just over thinking this?

You got it right.
It seems the people who wrote the last Farm Bill thought Cannabis either has Delta 9 THC or doesn't so they believed that they could legalize "Hemp" for commercial uses and they were ignorant that Delta 9 THC is a degraded form of THC-A. No cannabis plant produces Delta-9 THC.
So we all have "Hemp" by that metric because we have to activate all THC-A by degrading it chemically ( usually by lighting it on fire and inhaling ) to get Delta-9 THC.
So there we are; we have a temporary loophole in which we can order weed through the mail and not go to jail.
Now with that being said, That same law allows for States to Regulate Hemp in their States so if you have "Hemp" and don't have the proper documentation for how you came by it or if you are growing "Hemp" without license you most likely will face criminal cannabis charges.
Here in Illinois I am rather certain that to grow hemp we must have a license and grow only the authorized strains. They can verify the strain by DNA.

Now what do we expect from our Government who has Cannabis as Schedule 1 and Meth as Schedule 2?
So the way forward is to not try to change our International Treaties, which Anslinger-traveling the world on the taxpayer's dime negotiated international agreements to make weed illegal, but to change Cannabis to Schedule 3- "Has Medical value.

I think that is all we can hope for in the near future.
To me it looks like the States are now in the drug business and as such tax dollars flow and politicians love tax dollars.

So we all know the real drug here is Money and it looks like most States are now fiends.
Here in Illinois our Governor is okay with Hemp products as long as they are limited to sales in the State's authorized dispensaries.
Me,, personally, look at the Hemp issue as a entry point for big Pharma to get in the game.
Sadly synthetic and chemically derived extracts will be legal before the natural plant is. Hence Money money money score 1 and the people get zero.

But it should be more of a loophole than that.

I mean, of the literal thousands of people that are arrested every day, why don’t they claim it’s CBD? Why don’t their attorney’s claim it’s THCa? I mean, if you test it, it will come back as hemp.

But even if you test it and it doesn’t come back as hemp, why don’t they claim they bought it legally? In order for it to be a crime, you have to have the intent to violate the law, and an act that violates the law. If I thought I was buying oregano, and it was weed, I didn’t violate the law. If I thought I was buying CBD and it was illegal weed, I didn’t violate the law.

And if all of that is going on, why are cops still arresting people for simple possession charges? Seems like a huge waste. Even more so than it used to be.

So that’s true. In order to grow hemp you need to do it in accordance with state law. Which, in most states, requires a license, testing, all that jazz. But you don’t need a license to sell or own hemp in almost every state.

Which, in part, is my issue. Because the grower needs to be licensed, but what happens to their product is unknown and where the guy on the street corner shop or gas station got their hemp from is unknown, and what’s in it is unknown as well.

So sure, you need to follow state regulations on growing hemp. But if you can buy it at any street corner, and I can pay cash, and they don’t need to have COAs (or even COAs that match the product, which is in accordance with state law), how does any of that matter?

Because I know in NC, the license requires you to test a sample of your crop. But not every plant. If the sample comes back out of spec, you have to destroy the lot the sample came from. But if I grow 1,000 lbs, and I test this sample pound and it’s out of specs, I destroy the pound but can sell the other 999 lbs. Of course, they need to test more frequently, and have more samples than that. I’m just making a point.

There are some shops in my town that cell CBD flower. You ask where it came from, they don’t know. You ask what name the plant is, they don’t know. You ask the terpene levels, they don’t know. They can tell you it has X% of CBD in it, and that’s it. And that’s what the COA will show. But the COA didn’t test for (because they aren’t required to, and aren’t required to show you if they do anyway) mold, chemical sprays, got knows what other god forsaken shit is in or put in that flower.

Sorry . . . just a little frustrated.

It is more accurate to say it is considered Hemp and not the get high evil devils salad that people are still having issues with.
No Cannabis plant grows Delta-9. Delta-9 is the chemically degraded form of THCa.
Remember folks we will get a new Farm-Bill this year and most likely they will take away SNAP from the poor and allow Big Pharma to get in the "Profit-Game" and keep some form of Hemp being legal to be sold as "Federally Authorized"
weed that's high in THCA rather than normal Delta 9 THC is federally legal
