Tweak My Diy Cob Set Up Please

So my grow room is 3x1.8 and I am going to be growing 3 plants. I've been reading around and finally decided to do a DIY COB instead of buying a LED set up, and this is what I've come up with. So being that I am going to grow 3 plants, I was wanting to make 3 separate lights. Each light will be comprised of the following components:
1 x Citizen CLU048-1818 90CR (3000k)
1 x Citizen CLU048-1818 90CR (4000k)
1x 8” of 5.886 for my heat sink
1x 140mm fan for active cooling
1 x MeanWell HLG-120H-48A Driver to run both cobs
1x Ideal holder for Citizen CLU048
1x Ideal 50-2100AN reflector adapter for Angelina reflector+Citizen CLU048
1x LEDiL Angelina reflector for CREE CXB and Citizen CLU048

The idea was to put 1 3000k COB and 1 4000k cob on the single heat sink over top each individual plant and have it actively cooled. Now I am unsure whether there is truth or not but I've read that the 4000k will provide more blue light whereas the 3000k would provide more red. So my thinking is by mixing the two I would have an ideal veg and bloom light. Is my thinking right or would this be overkill? Thanks for the help!

Also I was going to add a dimming option to each light was well.
