Will this grow out of it and be healthy? Should I keep it ?

I wouldn't buy the light you showed me. Instead, if you want more light, add another of the same size as the one you currently have. The Mars Hydro FC-1500 I linked is close enough to what you have I think.
I wasnt asking if I should purchase it. I already did purchase it and used it for a plant I tried to grow but got chopped down. I used that light and husky led shop light and did pretty good up until she died. I'll try to find a picture

Then add the husky shop light. It will work.

You can also use the Husky shop light to veg your seedlings longer before putting them with your larger plant for flowering.

Okay . What should I do about roots poking out? I have the cup set on top of the soil in fabric pot. That root is trying to grow into it and I'm sure more will follow
put it on a small saucer instead. It's not yet ready. If you can see the roots along the side of the cup, it should be getting towards root bound. You want this so everything stays intact when you transplant it.

It's not near ready yet. I'm not surprised. It's growing as it should so far so no worries. You can tape a sheet of construction paper around the clear container so you can take regular peeks at the roots. Just keep them covered with the paper under the lights.

I've already covered a lot of it with a sharpie. There is a couple spots that I can see , I will go over it again and leave enough room to monitor progress. When I water it should I continue to dip in a cup of water and water from the bottom so that the roots keep coming down ? I have holes poked in the sides too not a lot

No. top water it watering very slowly and look for run-off and stop. That plant is a container of the right size for its stage of development. It will get where it needs to soon enough. Just let it grow.

Yep I will. I'm pretty sure a lot of the water is wicking through the bottom into the big pot because after watering the next day the cup looked dry and under it the soil in big pot was wet atleast an inch down
