PORTLAND, ME — A much anticipated bill to legalize, tax and regulate marijuana in Maine has been filed by Rep. Diane Russell (D-Portland) and nine additional bipartisan co-sponsors.

Rep. Russell’s bill, An Act to Legalize, Tax and Regulate Marijuana (LD 1380), is co-sponsored by four additional Democrats and two Republicans in the House, and two Democrats and one Republican in the Senate.

Rep. Russell, a long-time proponent of marijuana reform in Maine, announced the bill’s filing in an energetic post to Instagram yesterday:



The bill, which would allow adults 21 or older to purchase and possess up to one ounce of marijuana. Adults would be allowed to grow up to six cannabis plants at home, and would be allowed to give up to one ounce of marijuana or six plants to other adults without payment. Adults growing their own cannabis would be required to take “reasonable precautions” to prevent access by minors.

Retail marijuana sales would be subject to a 10% sales tax. The first $30 million generated from marijuana taxes each year would be used to fund public school construction and improvements.

The bill has been assigned to the Committee on Criminal Justice and Public Safety.
