White powder on my leaves does not wipe off

my plant is just starting flowering but I noticed this white residue on the leaves doesn't seem to be hurting it but still has me worried

seems to me like a pest issue, some pest experts will reply with some help and ideas for you.. if it’s the problem..
i don’t have much pest experience..
 
It is either thrips or mites. Take a look under the leaves, if you see small dots those are mights. If thrips, they will be on the top of the leaves, small 1MM long and will move if you touch them

Not mites under of leaves look clean

Thrips are not that hard to kill, I would recommend pure crop 1 and doc zymes for those. Each about 3 days apart for about 2 weeks, spray after lights go out and the longer you have before lights on the better.
If you have spider mites, those are not easy to kill. About the smartest way I have read is a fellow on this site. Use the search engine at the top of the page and input spider mites. The recipe I believe to be the best is the one where the guy cooks up hobinaro chiles.
 
Thrips. Not the worst pest. But it should be treated. The leaves that get really bad need to be removed. Spray for thrips.
 
What are thrips ?
they are a insect that eat the liquid out of cells of the plant and cause the white powder you are talking about. The 2nd picture on the middle of the leaf about 3/16 of the way in from the stem that is what might be a thrip
 
You happen to have a humidifier running?

I see they are outside so never mind the humidifier question. Treat for Thirps as was recommended.
