my plant is just starting flowering but I noticed this white residue on the leaves doesn't seem to be hurting it but still has me worried
No never sprayed them with anythingHave you spayed them at any point with something?
I do not unfortunately but I didnt know mites left behind white residueNot powder.

Not mites under of leaves look cleanIt is either thrips or mites. Take a look under the leaves, if you see small dots those are mights. If thrips, they will be on the top of the leaves, small 1MM long and will move if you touch them
Thrips are not that hard to kill, I would recommend pure crop 1 and doc zymes for those. Each about 3 days apart for about 2 weeks, spray after lights go out and the longer you have before lights on the better.It is either thrips or mites. they are a insect that eat the liquid out of cells of the plant and cause the white powder you are talking about. The 2nd picture on the middle of the leaf about 3/16 of the way in from the stem that is what might be a thripWhat are thrips ?

What do I spray?Thrips. Not the worst pest. But it should be treated. The leaves that get really bad need to be removed. Spray for thrips.
I live in Florida was thinking maybe neem oil but I really am lost hereInsecticidal soap. Like Safers 3 in 1. Depends where you live and what you can get.
