While I'm no expert on foxtails forming from other than natural genetics and I agree with
@HerbalEdu that the foxtailing you see is likely genetic. I am very familiar with "Haze" crossed varieties. They have genetic tendency to foxtail. I grew NL5 x Haze for many years as as well as original Silver Haze and properly grown out, the best pheno's in my humble opinion, can and will foxtail. If it doesn't foxtail, then the Haze genes in the plant are resesive. If the Haze genes are more dominate, in my experiance it will foxtail. And since I want/love the Haze effects, I love foxtails.
As for proof of my claim, just look at the Sensi Seed pictures of their mature NL5 x Haze. Nothing but foxtails...
