First and foremost, there is no "best" method. Everyone has their preferences and you won't find yours until you experiment and learn. Some more specs would be helpful, particularly with what LED fixtures you are going to run. Do you already have good genetics or are you going to run off of bag seed?

Also, just a recommendation, if you can return those plastic pots and order yourself some smart pots, they'll be much better for your rhizosphere (root zone). Plastic pots are bad for the roots and allow for plants to become root bound, thus limiting their nutrient uptake ability. Smart pots do a process called air pruning to the roots which prevents them from becoming wrapped around the pot and adds loads of benefits plus the nice thing of being cheaper than plastic pots.

If this is absolutely your first grow, might look into some organic soil methods as I believe these are the easiest for a beginner to approach. Once you have a run or two under your belt, step up into coco then your options are endless if you want to maintain organics or move into salts or even venture into hydro, where the big technical boys play. Got a bunch of soil and stuff waitin for seedlings to grem then ill plant. I cut some 1inch holes in the bottom around the pots. How far from the plant do I hang the lights? Is watering twice a day fine? Hahah straight nube but will get it done

Water when the pots get light. Pick up a pot with dry soil in it, saturate the soil then wait to water until it's nearly the same weight it was prior to watering. Again, we can't tell you how close the lights need to be until you tell us exactly what light it is.

The room is 4*4*10ft Thru some seeds in some soil didn't germinate them. thru up some cfl got a couple fans going. took out the toilet and put the shitter out take fan from the window and put it into the hole from the toilet for out take and odor control . and put and a fan in the window to suck in new air and fan on the floor to circulate and the room still hitting 90. About a week in the soil. Change my mind on the leds and went with cfls. Got the lights about 15cm or 6in away from plants.

Not to be the bearer of bad news, but you're going to need a lot more CFL's than that buddy. Those will barely get you through the seedling stage, let alone getting you across the finish line with some semi-decent smokeable material. From the looks of that light rig you have, you can easily fit at least 8 CFL's in that bad boy. At that point, you might as well be looking into an HID though because you'll be dealing with the heat issues without the benefit of higher lumen outputs. Just food for thought.

The 3 lights are. 2 warm light 105w=525w 6300lm and 1 68w=300w 4200lm soft light and 4 120w... And 2 blacklights that turn on when the others go off during

I'm running 9 CFL bulbs total in 2 sq. ft. I know what I'm talking about. Those aren't going to suffice for the area you are trying to cover. They'll get you plants, but they won't be impressive and sure as hell won't beat that Cartel made crap you are getting. Get rid of those blacklights too they do you no good. If you're after UV spectrum, get a reptile light that produces that. Blacklights do nothing for you. Not trying to be a dick, just trying to point you in a successful direction. Take it or leave it, no chip off my shoulder.

But those 3 bulb put out over 16000 lumens at 278watts. And 4 120w lumens thats over 20000 lumens how much i need. Those three bulbs are as big a football and the 4 i have are the same size as in your box. Just doing half the room indoor 2 plants and some tomato and jalepenos and put a few females out side see how they do. cause here they plant fems and gent together full of seeds mass production no time to take care of it plant a field and go come back crop it lol lazy
