Is This The Veg State And Are They Ok ?

Every strain grows different it's hard to tell they look healthy looks like your soil's a little dry though
If you're under florescent it's a slow grow

You are in veg stage and yea, you can switch to flowering by switching your light from 24-0 or 18-6 to 12-12. Some people do 12-12 before the seed sprouts to straight up push to flower. BUT right now at this stage I wouldn't switch to flower. The more u stay in veg and top your plants the MORE you'll get from them in most cases.

Thanks I only got till March 28 to harvest my lease is up u think I'll make it

No. switch to flower to at least get something out of it but before u do it ask for some opinions.
You're plant will look like this picture depending on the strain you're growing.
Again ask for more opinions but if u switch to flower from now u might be done by then and u should dry them fast in like 5 days and curing can be done anywhere.

What kind of light are u using?
And how far is it?

1000w mh but on the dimmable ballast I keep it at 75% because if not my grow room stays at 84 to 90 degrees. It's about 2 ft from the plants

I would drop to 50%. Your plants need light but when there's too much of it they won't try to reach for it. That might be a reason of not growing. They're not that big to say the pot is small for them. So yea try 50% for couple days u might see the difference

If you need to be out by 28 march u need to flip to 12/12 now!and even then it will be a struggle because your plants won't start blooming right away because they're not sexually mature so that will add a week or two into your bloom time.its really going to be a push to have em done by then.
