Plant health info

Hey guys take a look at my plants, they are 3.5weeks old, do they look right or they are looking small or sick? They are photoperiod, I will like to switch them into flower by ending of week 4, any info or suggestions would be appreciated.

Look healthy to me I would just think they're under not that high power light personally I would give another 2 weeks minimum until switching to flower
