It's going to die, it's got all kinds of nute overloads and ph issues.

Go to a store and buy soil specifically for seedlings, replant it and water the dog snot out of it. Also get some lime and add it according to instructions on the package.

It's also super stretchy because your light is too far away

Replant how as in pull it out root and all i dont understand what you mean i guess

Like scoop the little plant out or tump the pot over and wash it's roots, it's freaking out because it's not ready for that level of nutrition in the soil.

The overall look of the plant indicate PH problems and nutrient lock out, the burns edges on the bottom leaves means it's also getting too much of something(prolly nitrogen).
You want a soil with very little to it, so a seedling mix will work wonders for it.

Whats the soil? Is that special cannabis mix or random soil? If its not made for cannabis theres chance nutrients levels are all wrong. Did you feed her any nutrients? Do you measure and control ph?(whats the ph if so) , Whats your temp and humidity? Whats the light and distance from plant? You didn't tell anything. Is that auto or photoperiod? If its auto just start over.

I have no way to tell ph right now but temp is about 72-75 and 41-45 percent humidity and the soil is just a non additive plant and vegetable soil and i fed it once with jobs tomatoe fertilizer cause someone said i should try that and i just followed the directions it had it has a 2-5-3 ratio

Ph is really really important go buy tester and Ph regulator or dont even try growing. Temp is kinda low i would go with 27*C light and at dark period around 18-20*C. Humidity should be around 60% at seedling/early veg stage (depends on light and temp). I cant tell how old is she because shes definitely not healthy. Just check online cannabis growshop soils. Buy one and you dont have to feed them for min.3-4 weeks, add good amount of perlite and your good to go. You can get cheap cannabis nutrient set and not play with those weird recommendations. First research ,environment , equipment then grow. Imo start with new plant.
