Indeed - that is both. Unfortunately a really healthy fail.

The plant seems really young and usually you have to abuse a strain to get such behavior. Or the genetics are really hosed.

This is a hail-mary sort of genetic response that says deep fear of the end of everything. The primal response is to reproduce, somehow, some way.

Makes me want to send you seeds. Even if I'm not sure about them.

Stable strains have been kept in veg for a really long time. The unstable relatives do the weird stuff that is considered undesireable. The phenotypes come out at flower.

First pic, on top of the plant, it has white hairs.
I've had some males with a little fuzz on the top,I don't think its pot. It looks more like hemp to me with few leaves and all stock. If that's fem with all the balls it has on the top bud its the worst hermie I've seen. They usually ( from my experience ) hide their balls underneath and aren't so out in your face hi here I am right on top like that.
