OVER WATERED AND ROOT BOUND ???

My soil was staying dry a inch under the top of the soil so I watered a little more than normal at a gallon per pot, and I think I over watered them plus I'm not sure but they may be root bound they've been in these 3 gal pots for almost 2 weeks now should I transplant into a 5 gal ina couple days when they dry out?
