What causes the bud leaves to dry up and turn crispy?

Along with the normal yellowing of some of the leaves, some of the smaller Bud leaves are drying up and turning crispy. What is the reason for this?

That's bud rot. Pull on the small leaves, straight out and almost assuredly they will come right off. If so, it's rot. Spray the bud down with water (to keep mold spores from spreading) and then cut out any rotten growth. Then spray the stem area (where the bud was) with isopropyl alcohol and any surround buds with 3% hydrogen peroxide. Keep cleaning your clippers with the alcohol and be careful not to let spores become airborne.
 
Your pic shows overdose & underfeed to me. What's ph?
I've never had bud rot so cant verify that. Others will chime in soon as well

I can't tell by the pic if it mold. Pull out a dead leaf and you will know
