Growing 4 clones, Durban Poison and Chocolope. Growing in coco, perlite mix with my own compost. 10 gallon fabric bags. Advanced Nutriments PH Perfect Sensi Grow. Rain water. Feed once a week, water twice. All plants showing problem. Starts on leaves at the bottom and goes up.

It looks like insect poop. Do you have any bite marks or missing leaves at all? Stems and stalk are healthy?
No, no bite marks. Stems and stalks are fine. I'm going to put down some upside down masking tape on the pot around the stem to see if it captures anything.
 
Some kind of bugs, looks like severe mite damage to me, picture of the whole plant?
