Maybe a minute pirate bug, it is kinda leaf hopper size, it could be a beetle. Can you take a clear picture of the head including antenna and mouth parts, can you take a picture of or tell us how many segments the body has, can you tell us how many legs it has, does it hop? does it fly? If I'm trying to id a new bug, I catch it and pin it down or you can drop a recessed scope/loop on it and take clear pictures or describe it in writing, it might also be area specific but probably not, cheers
