I need help to figure out what's going on with this seedling? Its crinkled..is it a mutation?

Looks like it's moldy, the growth is going to be stunted for a long time and even if it survives you're going to have reduced yields and maybe even moldy bud. If you have more seeds I'd pop another and try again.
