I definitely suggest getting more light in there, that's not even a third of the amount of light that tent needs.

lights are supose to be good for a 5x5 foot print i have 4x4 trays so i should be ok on the lighting i’m ordering me a luxx led for my next run
 
I'm not 100% sure about your set up but the p4000 would probably be good for a 3x3, maybe a 4x4.
 
Hmmm? I used a dimmable 2020 Phlizon 2000W in a 3 x 3 tent (it's suggested tent size)and found that I had to turn down the intensity of the lights as the plant started to bleach out the upper leaves of the plant. These newer LED's can pernitrate further down into the canopy and produce over 6000K, well into the infrared spectrum, so be aware of a learning curve on some of these LED's. I have had to keep mine turned down to get the best results, especially in veg.

You can download a free lux meter for your smartphone, though I wouldn't put much faith in it's overall accuracy, but using it as a guide as you do your own observations and adjustments can a least give you some comparisons in its use to help and help in giving you a safe range.
